Hashtags are still another way of informing YouTube what your video is about and where they should rank it. Single words, short phrases, peoples names ( no spaces in between) perhaps, that give YouTube a Big Picture overview of your video’s content. 

Wherever you place your Hashtags in your description 3 of them will appear above your Video Title in YouTube so are very prominent…

In a way we are not using them the way they are generally used in Social media:

“A word or phrase preceded by a hash mark (#), used within a message to identify a keyword or topic of interest and facilitate a search for it. Whenever a user adds a hashtag to their post, it’s able to be indexed by the social network and becomes searchable/discoverable by other users”.Jul 11, 2017

But what the heck, anything that gets my search term up there is OK in my book.
